    This “almost one in six” thing has been bugging me since I saw it so I looked into it more. According to this article (warning: Daily Mail dailymail.co.uk/news/article-4262202/BBC-s-TV-licence-bullies-exposed.html), they visited 3m homes, and caught ~300k people. So it’s actually one in ten.
